I think ICF is mindful to offer benefits in line with its peers. My (original) company was purchased by ICF and they switched us from having separate sick and vacation leave to just having PTO. Although I'm sure they tried to be equitable, some of us lost days from this transition. I just wish they would have acknowledged this rather than trying to make it sound like it was a great/better deal for EVERYONE.
