I could sum the whole situation up with one word..FEAR. The exective management team uses fear to "motivate" everyone to see their perspective. There is a layer of middle management that trembles at the thought of the slightest negative making it to the top for fear of the overblown reactions. The culture of CYA is pervasive throughout the organization and rather than cultivate team work the sense of war is always there.
The entire organization is so bogged down in procedure that very little actual work is accomplished. Something fails, let's add another set of paperwork or rules. I am not even sure management can keep track of all of their implemented procedures. Be prepared for a level of micromanagement you have never seen in a professional organization before. Work is reviewed all the way to the top and nobody would be surprised if the toliet paper was being reviewed for "financial regulation" reasons.
The customers are just a way to pay the bills. They have zero say in direction of the products as the management is too focused on building products they think will be the next thing that will take down the competiton. And if they can't just win the war with the competitors outright they will just sue. Quality of the products sucks as I believe the low morale employees are become passive aggressive at ensuring good coding and good testing.
