Nonprofits have a lot of structural issues regarding pay considering that their incomes primarily come from grants and donations. CAP is one of the worst examples of this as, even compared to other nonprofits, CAP has abysmal pay, no direction from leadership, no organization transparency, a top-down structure meant to shroud senior leadership from any accountability while punishing staff actually providing services. There's a lot of smoke in mirrors and deception at all levels and no set policy and procedure on most things. Program I managed was disorganized and lacked the resources necessary to do job efficiently. Employee turnover is awful. Was only here half a year and 7 people (that I knew about) left. I was let go on at-will for things like saying I was going to work from home in severe weather for months ago (was never addressed as an issue at the time) and for coming in late to work once with suitable heads up to all parties involved because I didn't ask for permission for my schedule to be changed (again, this was said to be fine in writing via email at the time). Since this is a community action program, note that they do not care about the programs in question as they take actions that actively hurt program participants and also do not care about keeping their staff in active poverty. There is no opportunity for advancement or growth and upper management is primarily concerned with receiving grants and donations and not about actually helping the people it claims to serve. There's a two-faced vibe to the culture here and the "helping" is extremely performative and upper management can just play moral superiority while actively making the non-profit sphere worse. HR is, and I don't use this word lightly, evil and you would have a better paying experience with an extremely top down organization in the private sector where your desire to help won't be taken advantage of for corporate gain. Look at how bad the employee turnover is here and use that as the biggest red flag to avoid like the plague and wait for a better non profit position at an organization that will stand by the values it claims to champion.
