Ineffective leadership, lack of values

Pros

Benefits still include a pension after vesting, 401k match and PTO. Good place to get some experience and then move on.

Cons

Lack of career advancement opportunities, leadership vacuum. Management has a disrespectful attitude toward employees and a distrustful attitude toward employees and each other. The workplace has a very unstable feeling.

Pros

It is great to be part of the organization tasked with delivering safe water to Denver residents. Many of your co-workers will be passionately committed to this. Benefits are still good. Denver Water is best seen as a place to gain experince to use to move to a more humane utility.

Cons

Denver Water no longer cares about the rank and file employee. Do not be fooled by the salary range you will be shown for your position, no one but upper management will ever move past the midpoint. In many areas, especially the Water Quality section, reviews are punitive and used to create an atmosphere of fear and intimidation. Accountability is a concept not applied to managers in this section. And please don't expect HR to offer support to any employee who is not a supervisor.

Pros

Pension plan. Some amazingly capable employees seem to keep the place effectively running despite itself. Some positions, often in the clerical arena, are very well paid compared to market.

Cons

Pay for performance is much more about the manager than your actual job performance. Mediocre management (upper and middle) and each division runs differently, so little consistency. As I've found working in government my whole career, you tend to get really good employees or really bad employees, with not much in the middle.
