The culture is toxic - e-team is disengaged and self-centered. Rate payers are not important.

Pros

Good people with good values at least in my department, referring to peers, and non-management

Cons

Top heavy, management promote and reward themselves and completely disregards it's core functions- those that make the water and ensure it is safe to drink. Non-livable wage, unless you are an MBA, Engineer, or upper management. Good ole boy mentality currently giving way to top heavy organization full of self-rewarding management who think way too much of themselves. No control over your career, low morale, and no incentive to go above and beyond.
