They are going through a bit of an overhaul due to a scandal that broke last year so the older generations are having a hard time adjusting and no one can keep up with the new laws/policies. Everyone lives in fear of losing their job for not following protocol, (which is constantly changing) and because of that nothing actually gets done because it has to pass through so many hands in order to make sure it's okay. Once you're in, good luck trying to ever get a raise or a promotion. Plus, I've heard from coworkers that the research units are even worse.

* Pay is minimal compared to corporate jobs * Although we are part of the university, it feels like a separate organization at times * HR does whatever they want without consequences * No room to grow in positions. Jobs must be created in order for promotions to take place * Growth is limited and raises are 1% or 2% for those who are not in management. Managers will get at least a 4% raise each year. * Staff and researchers are not viewed as equals. Researchers even have different, better benefits Staff employees are not treated fairly due to the differential treatment.
