Cons
For an organization that works so closely with the government, some amount of bureacratic burden is probably inevitable, but it can often feel like some of the systems (particularly in accounting and auditing standards) are more burdensome than necessary. I've seen several times someone putting so much effort and time into following them that compliance comes at the expense of quality.
