Great Vision, Poor Leadership

Pros

This is an organization that truly wants to make an impact in the development world, and they have done well by putting their money where their mouth is. The expansion approach is great, and you are able to be innovative here with so much opportunity for growth.

Cons

Delegating too much powers to Country Directors means some are like mini-gods in their own right. When you have a Country Director who goes into a country and turnover is at almost 100%, HQ most times turn a blind eye to issues like this, and sometimes simply send the CD to a different country.

Shocking mismanagement of programs and staff

Pros

They have a good global reputation. I can't help but feel that this is because of the cloak of secrecy in aid worker circles where we don't publicly talk about the bad things we see.

Cons

Almost 100% staff turnover within a 6-9 month period. Security, human resources and morale of staff were not taken seriously. Program activities were problematic with little follow-through and insufficient oversight. Many people were greatly under-supported in their role. Headquarters was aware of problems and yet failed to act. Widely known amongst mid-level program staff that very senior staff were not fired because Mercy Corps was unable (unwilling?) to find someone to replace them. Very poor rate of local staff promotion. This was in one of Mercy Corps' largest country operations, can't say that headquarters in Portland were unaware of the wide ranging issues.
