-adopt a lot of new programs without fully understanding how they work and then require everyone to use the programs -most students who have not met standard are pushed through up until high school and then have difficulty passing end-of-course exams. There is a lot of pressure to ensure test score are good, and students graduate from high school. -limit on copies you can make, and all work is done on Canvas (Some students do better with pencil and paper than with the iPad to distract them)
