Pretty stagnant with very few new hires. There's some turnover but nothing compared with some other companies. Management has to jump through HR hoops to hire people, and the same HR hoops make it difficult for people to even switch departments.

Your experience may vary depending on your manager. In general the middle-managers are quite good, but there are always exceptions to that. I've been at other companies where incompetent managers were somewhat of a norm. Not here. You may or may not like them, but they are usually effective. The collaboration between groups is minimal at best, and for some reason the culture does nothing to try and change that, but reinforces it.
