Sometimes when trying for a promotion it appears as a big popularity contests and not who is qualified or better suited for the position.

We appreciate your long tenure with the organization. We definitely encourage career growth and development and it is a huge part of our culture. We have stretch opportunities (for short term exploration of jobs), apprentice programs (to help associates learn a new job), as well as internal promotion. We have a rigorous and fair evaluation process starting with a call with a Talent Partner (someone who doesn't know the "popularity" of applicants) and those who meet the qualifications for the role are interviewed by the management team. Our goal is always to find identify the candidate who is most qualified to do the job and who will enjoy doing the job! We use behavioral interviewing because the best indicator of a candidate's future performance is often their past behavior. system upgrade has a caused few issues for the company and metrics is way more important to them then focusing on fixing their system.
