Hard to move up. Departments do not work together

Organization should be working to achieve equity internally. Some HR policies don't make any sense. Very, very top heavy and there appears to be huge wage gaps between that top and all other employees.

way too top heavy and additional of many additional layers of leadership is not helping. new leaders keep changing things for the sake of changing just to keep busy, but no care to understand the processes and talk to people who do the work before making changes.
