Job tasks are repetitive and the work is generally slow. Career progression and growth opportunities are limited from this starting position. Systems are bogged down by inefficiencies, and many employees are frustrated.

- individuals may experience "slipping between the cracks" and being left out of skill development unless they actively pursue - despite voicing interest in expanding skills there is a negative environment of "yes, you are capable" and "no you don't have enough credentials" as conflicting opinions on what individuals are capable of and as a result one can be found doing the same task over and over again - management has no training in place for new employees (in particular fields) and expects them to learn on the job autonimously - high stress, with individuals constantly say "forget that other task and complete this for me"
