Though they preach their own version of a truly innovative work environment, they do not follow the guidelines they set. The expectation is that staff will innovate, but not disrupt the way they have always done government. There is also the fact that much of the management from junior to senior has no clue what they are doing, and they continue to let the decent to good managers go and the poor managers who have no clue how to manage properly they keep for extended periods of time not holding them accountable. The worst problem they have is holding staff accountable for decisions that were made by management. If management of a department chooses to back an initiative but the initiative fails, they don't hold the management accountable, but the staff who were assigned to complete the intuitive. This includes no project timelines, then turning around and giving a poor review on timeline stating that the timeline was said March to June when that was never communicated to staff, nor was it possible due to schedules or other duties that are required.

Benefits are not very great anymore. State pension program is among the worst in the country. 3% raises don't cut it when the pay is already below the private sector.
