Engineering is run by middle management that doesn't know how to manage their team/project. There is a constant state of knee-jerk reactions and pivoting priorities. It seems like management cannot get a grasp of overall priority between all stake holders (Project Managers, Eng Managers, Upper Management) and stick to that priority. Projects are constantly being de-prioritized and re-prioritized and creates headache for those working on these efforts. Because of this indecision, valuable time is wasted but deadlines remain the same. The solution? War rooms for weeks on end. A practice that is intended to focus a team ends up being more of a distraction. These war rooms are a reaction to the engineering team falling behind thanks to constant shifts in priority and lack of organization by management. And all this for the appearance of "being more productive". It is just for show; a facade for management to show their bosses that they are getting things done. Morale is at an all time low because of these constant war rooms. Management has constantly stated that they care about their engineers, but their actions show otherwise. This being said, there are a few managers that respect and care for their engineers, but others are all talk. I believe that many engineers are checking out mentally because voicing their concerns and problems only falls on deaf ears. This has and will continue to drive talented engineers out of this company.
