Upper Management so full of cronyism it is hard for Programs to make headway as micromanagement, or complete avoidance is the result of multi-role senior management. Multiple roled leadership and a lack of empowerment and accountability create incapable, and/or incompetent management while multiple programs/projects all begin to fail at once due to the pile of impossible last minute requirements and a lack of true oversight that all inevitably fail the customer and fail the local program governance (that could have mitigated the problems and program risks). Ignoring Field Engineers is common. Squashing Field Engineers is common. Ignoring Key Regional Requirements is common. Promoting those without proper qualifications common. Over-tasking management commonplace. An absence of key personnel a regular occurrence due to multi-role incapable senior management.
