Horrible, horrible management. It is not uncommon for employees to be bullied and retaliated against by management for something as simple as asking a question they do not like. I can only assume that this is because people are promoted from entry level positions to management positions (including departmental directors) with zero business management experience or education. Go to HR about any of this and I guarantee it will get spun into how the employee is the bully. Their annual review process is completely based on how your manager likes you... nothing to do with your actual work. Huge discrepancies in pay practices, and if you try to go to HR to correct any concerns they will redirect you to your supervisor and then ignore you if you try to reach out to them when the issue is not resolved. They routinely place employees under management where there is a clear conflict of interest. Employees are made to do work outside their purview, with no training. If you bring this up, they will say "other duties as assigned" is in your job description. There is ZERO ethics in data reporting. As someone with a statistics background, it's disappointing to see how they twist reporting numbers to reflect much better departmental and employee performance than the reality.

Poor management and HR - I became very sick at the beginning of the year and was approved for FMLA. From the time my FMLA began, my manager retaliated any time I had a covered appointment and harassed me until I finally put in my notice to get away from it. It was too stressful dealing with illness and coming to work wondering how I would be harassed that day. I spoke with HR a few times, but the issue was not resolved before I left.
